... got this idea on my mind for so long now... if we want a better Philippines
we should know what to do to correct what our politicians are doing...
with this idea in mind, i would ask myself:
If I am the President, what specific things would I do to correct the situation?
Are the "masa" going to complain about my plan?
Many of us may have observed that projects are discontinued once the leader who had initiated it have ended its term... the succeding politician then would not continue the plan since it is not his/her idea... A lot of reasons may come to mind, some are extremely bad and may not apply to all... Every project means "money" for the leader in-charge (not all). There is what we call "the SOP"... For some it is 15% going to their own pockets... but to those who are 'honest' this 15% will just be passed on to the "next-in-line". Pork Barrels as to what it is called...
How do we insure the people that a government project will be finished without interruption even if local or national leadership changes...
Is it possible to make a certain body plan for a long term project and the politician in-charge has just to implement the completion of the said project in his term... And as a new leader seats on the responsibility, s/he has to takeover the responsibility of implementing and completing this project... This may not be implemented to all areas of concern of the government... we could focus on our INFRASTRUCTURES, JOB CREATION, EDUCATION.
Let me site an example for INFRASTRUCTURES, our current president may plan to build an advance, comfortable, effecient, and convenient transportation system. One of this is the RORO... if the implementation of this project exceeds the term of the President, will the new President continue this project?
It will be uncertain of course since we would'nt know what will be the new government's priorities... It is like having a new government every six years... what if our plans are not decided by the "political term" it is under? what if the plans are to be implement by whoever seats on the highest seat of the country... would it make us better Filipinos? What if a"body" can tell the governor that: Your province will be the agricultural center of the Philippines having a production of [ ] of rice/mo, [ ] of tuna fish/mo, by [target date]... and if the "public servant" is not productive, then the government can have a counter measure and do something about it... and if things are not working well... then the people can change the leadership... (I know it wouldn't be that simple...)
... don't know these are just thoughts... which will be good to experiment on the local scale... provinces can work this way... the governor would work out a plan for the Brgy. Captains, and they will be given projects... utililizing istambays on every Barangay... The product of this effort then will have monetary rewards for the involved. (note: this monetary reward comes from the product of the planned project).
